Test－add 2 new paremeters

Two new parameters are added：
  1. VEL：consonant speed, smaller value means faster consonant.
  2. CLE：consonant articulation. smaller value means more articulate consonant.
Above parameters ranges from 0 to 100, and the default value is 50.
